Every time the Burp is started, the previous Target - Scope and the Target Filter are reset.

Burp by default saves all preferences across reloads, so settings like the Target scope and view filter are restored, provided that the previous instance of Burp was shut down gracefully. If you want to prevent this, you can turn off persistence of settings (via the Burp menu). You can also restore defaults for specific panels by clicking the restore button on the panel.
