Add Proxy Listener to listen to Terminal (Linux)

How would I add a proxy listener so that if I were running a tool in my terminal I could have burp scan all websites that are run through it?

Burp Proxy by default runs a listener on port 8080. You can change this setting at Proxy / Options / Proxy listeners. If you are using a command line tool as your client, you'll need to configure it to use your Burp listener as its proxy. There might be a command line option for your tool to do this.
