You need to launch Burp from the command line (as java -jar /path/to/burp.jar) and add your --user-config-file argument at the end of the command, after specifying the JAR file.

Yes, but what if I use "DMG package with Java" to install burp ?

To use Burp's command line arguments you need to launch it from the command line.
