Saving settings between projects

I would like my settings to stay the same between projects. I've saved them and load the JSON file when I create a new project, but nothing seems to save. I assume I am doing something wrong? I'd like the filters I set up on HTTP History to be consistent, for example, and I'd like Burp Collaborator to be off by default. Neither seems to be the case when I load the JSON file, so I wound up re-creating my settings for every project, which is very frustrating.

Separate configuration files can be used to manage user-level and project-level options. Project configuration files contain options relating to the work that is being performed on a particular target application, including: Everything in the Project options tab (including Burp Collaborator Server settings). Non-UI-related options in individual Burp tools (including Burp Proxy). You can save and load project-level options using the Burp Menu.
